The acquisition is a total small business set-aside, under NAICS code ****, with a small business size standard of 47M.

This is a combined synopsis solicitation for commercial products or commercial services. A firm fixed price contract will be awarded. The solicitation is a total small business set aside for deep sea passenger transportation with a maximum of **** employees. The contract period is from August 1, 2025 to August 11, 2025. The place of performance is San Diego, CA. The contractor shall provide one vessel with appropriately licensed crews for 11 days of operation, loitering for 9 days approximately 270nm 315nm off the coast of San Diego. The vessel must have berthing for **** members acting in a training capacity. The vessel will be equipped with a stern mounted, a frame hoisting system capable of loading/offloading 4x wing boats with personnel. The vessel must have commercial internet available. The vessel shall arrive at the designated point prior to scenario 1 and maintain the station throughout scenario executions. The vessel shall, safety permitting, respond to requests from the special warfare white cell leads on board to alter course or speed within the vessels capabilities during the operating window to aid in scenario development, and any real world events stemming from possible exercise mishaps within reasonable travel distance. Bidders must read the entire solicitation (sections A through M, pages 1 through 47). Bidders must sign and return one original of the solicitation form (SF ****). Bid submission must include all required attachments and amendments. Bidders offering less than 90 calendar days for acceptance will be rejected. Questions must be submitted to the contract specialist via email by 3 July 2025, 4:00 PM local time. Email, telegraphic, telephonic, or facsimile bids will not be accepted. Bid results will be available online at sam. gov. This solicitation is a 100% total small business setaside. Bidders must include all applicable federal, state, and local taxes in their bid price. Performance and payment bonds are required for 100% of the total award amount. Funds are not currently available for this project, and the government reserves the right to cancel the solicitation before or after the opening date. The project will be awarded for Station Jones Beach only. Bidders are urged to visit the site to ascertain the nature and exact location of the work. The contractor must begin performance within 10 calendar days and complete the work within 115 calendar days after receiving the notice to proceed. Additional solicitation requirements include sealed offers in original and 1 copies, and an offer guarantee is not required. All offers are subject to the work requirements and other provisions and clauses incorporated in the solicitation. Offers providing less than 90 calendar days for government acceptance will not be considered and will be rejected. The offer section on page 2 must be fully completed by the offeror. The contractor shall furnish any required performance and payment bonds. Submit invoices to the address shown in item 25. Payment will be made by USCG Civil Engineering Unit Providence. The government requires performance of the work described in these documents. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The applicable NAICS code is ****, with a small business size standard of $37. 0 million. The contractor shall submit a schedule showing the order in which the work will be performed, and the dates when the contractor contemplates starting and completing the several salient features of the work. The contractor shall furnish a certificate of insurance within 10 calendar days after award of the contract. The contractor shall submit an executed statement and acknowledgement (SF ****) to the contracting officer for every subcontractor. The contractor shall furnish a detailed proposal for all contract modification requests (CMRs). The contractor shall comply with the limitations on subcontracting. Apprentices and trainees will be permitted to work at less than the predetermined rate for the work performed under certain conditions. The contractor shall pay to workers, while performing in the United States, and performing on, or in connection with, this contract, a minimum hourly wage rate of **** per hour beginning January 30, 2022. The contractor shall adjust the minimum wage paid, if necessary, beginning January 1, 2023, and annually thereafter, to meet the applicable annual E. O. minimum wage. The contractor shall notify all workers performing work on, or in connection with, this contract of the applicable E. O. minimum wage rate under this clause. The contractor shall make and maintain records, for three years after completion of the work, containing the following information for each worker.
