Proposals shall be evaluated on the basis of fee structure, responsiveness, reference checks, past performance, firm experience, engagement team experience, and proposal completeness. The firm selected for the award will be chosen on the basis of the apparent greatest benefit to the city, and not necessarily on the basis of the lowest price.

The firm must have significant governmental accounting and auditing experience at the municipal level, be a current member of the AICPA and the Colorado Society of CPAs, and have received a positive peer review within the past two years. The successful firm shall have significant governmental accounting and auditing experience at the municipal level and must also be a current member of the american institute of certified public accountants and the colorado society of certified public accountants.

Proposals may be rejected if they are late, if the firm is in arrears on any obligation to the city, or if the firm is deemed irresponsible or unresponsive. No proposal will be accepted from any person, firm or corporation that is in arrears upon any obligation to the city or that otherwise may be deemed irresponsible or unresponsive by the city staff or city council.

The evaluation criterion is bid information completed.

Required delivery date is August 31, 2026.

Payment will be made by Electronic Funds Transfer (EFT). Transaction fees may apply.

Warranty in line with standard commercial practices.

Award will be made to the responsible quoter which is considered the most advantageous to the government, price and other factors considered. The government will award on the basis of technical and price unless past performance indicates otherwise.

Sources must be duly authorized to operate and do business in Japan, as prescribed by DFARS **** contractors outside of Japan must submit documentation demonstrating compliance.

Partial or incomplete quotations are ineligible for award.

The contract period includes a base year from 07/01/2026 to 06/30/2027, with four one-year options extending to 06/30/2031.

Payment will be made by electronic funds transfer system for award management. Invoices shall be submitted monthly.

The estimated total value is $25,500,****.
