Fayetteville Public Works Commission (PWC) is seeking qualified electrical engineering consultants to perform an electrical system support gap analysis and documentation project. The project involves evaluating existing documentation and processes for substation equipment, identifying gaps, and developing standard operating procedures for maintenance and troubleshooting. Key tasks include conducting a gap analysis of maintenance, testing, and troubleshooting documentation, as well as lockout/tagout (LOTO) and job safety processes. The consultant will also develop site and equipment-specific troubleshooting trees and maintenance procedures. Deliverables include a gap analysis report, a PowerPoint presentation, troubleshooting trees, and various procedures. Firms must demonstrate experience in electrical and mechanical systems, substations, safety requirements, and documentation preparation. The submission deadline for qualifications is June 9, 2026. Vendors must register through the iSupplier portal. PWC will negotiate with the highest-ranked firm.
The RFQ submission deadline is Tuesday, June 9, 2026, at 3:00 p. m.
Fayetteville Public Works Commission will consider and evaluate statements of qualifications in accordance with **** of qualifications will be reviewed by a committee composed of PWC personnel. Qualification packages will be ranked based on this review, which will consider the criteria described above. Fayetteville Public Works Commission will attempt to negotiate a service agreement with the highest ranked firm.
Firms should demonstrate experience in electrical and mechanical systems, specifically substations, system voltage, sub transmission, and distribution of electricity to the power grid, NESC, OSHA, LOTO, and other safety requirements for work within the electric substation and utility space, preparation of gap analysis and recommendations, and preparation of documentation of procedures and processes as it relates to substation equipment.
The consultant will be required to visit all substation locations to prepare the gap analysis.
