Energy Assessment Government Bids & RFPs

The RFP responses are due by April 23, 2026, at 4:30 PM EST. The State may issue an addendum to change this date and time, which will be posted on the indicated webpage.

Payment terms are net 30 days from the date the State receives an error-free invoice with all necessary supporting documentation. Invoices must be submitted no more frequently than monthly and must itemize all work performed.

Awards will be made in the best interest of the State, considering project approach and methodology, qualifications and experience, ability to provide services within the timeline, cost, and success in completing similar projects. Preference will be given to resident bidders and then to bidders promoting clean energy.

Proposing contractors must have been in the business of performing energy audits for at least three years and have successfully completed 15 ASHRAE Level II or equivalent energy audits. Qualifications information, including resumes of key personnel and relevant experience, shall not exceed 10 pages.

Contractors shall submit a sample report that clearly demonstrates their ability to meet the goals and objectives stated in this RFP.

Questions must be submitted in writing no later than April 14, 2026, 4:30 PM EST. Questions not raised in writing by this deadline are waived.

The deadline for submitting proposals is April 16, 2026, at 5:00 PM CT. The opening of proposals will be on April 17, 2026, at 3:00 PM CT.

The bid notice states that all invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Discount terms will be computed from the date of receipt and acceptance of supplies or services. Payment is deemed to be made on the date the check is mailed.

The bid notice states that the contract will be awarded based on best value criteria, which emphasizes value over price and is an assessment of the return that can be achieved over the useful life of the item, including the best combination of quality, service, time, and price.

Proposers must demonstrate proven expertise in delivering complete solar PV systems, including all aspects of planning, permitting, scheduling, design, and construction. They must also provide comprehensive financial analysis, rebate and incentive consultation, system monitoring, and long-term maintenance services.

The bid notice mentions that failure to meet critical milestones without cause may result in contractual penalties or reassignment of project sites.

The bid notice states that samples, when required, must be submitted within the time specified, at no expense to the City of Laredo. If not destroyed or used up during testing, samples will be returned upon request at the vendor's expense.

For solicitations valued at more than $50,000, bidders will have ten calendar days prior to the time that the City Council formally considers the contract to submit a written protest relating to advertising of bid notices, deadlines, bid opening, and all other related procedures.
