This is a combined synopsis/solicitation for commercial items for a Grand Cut-to-Length Stewardship IRSC Integrated Resource Service Contract. The contract involves forest thinning and vegetation treatments across approximately 105 acres in the Lake Tahoe Basin Management Unit. Key activities include cutting and removing timber and biomass, mechanical fuel treatment, temporary road construction and decommissioning, and road maintenance. Payment will be made by the Invoice Processing Platform (IPP): all invoices must be submitted electronically through the Invoice Processing Platform via www. ***. *. * invoices for non-monetary stewardship credits must be submitted to the Forest COR via email.
The government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: technical approach, relevant past performance, benefit to local community and price. Technical approach is significantly more important than relevant past performance, which is significantly more important than benefit to the local community.
The acquisition is set aside for women-owned small business (WOSB) and is unrestricted. The NAICS code is **** Logging with a size standard of 500 employees. Only current BPA holders will be eligible to submit quotes.
The contractor shall be held liable for all damages and for all costs incurred by the government for labor, subsistence, equipment, supplies, and transportation deemed necessary to control or suppress a fire set or caused by the contractor or the contractor's agents, subcontractors, or employees, subject to fire classifications. The contractor agrees to reimburse the Forest Service for the cost of each operations fire, subject to a maximum dollar amount of $33,200.
An organized site visit is scheduled to view the project area and discuss the objectives of this contract. Participants shall meet at the Lake Tahoe Basin Management Unit Supervisor's Office at 35 College Drive, South Lake Tahoe, CA ****, and from there, participants shall travel to view the contract area. The date is Tuesday, May 12, 2026, at 11:00 AM.
Protests must be filed within the timeframes specified in FAR 33. 104. The agency's goal is to resolve protests within 35 calendar days from the date of filing.
