The period of performance for this contract includes a base year from June 1, 2026, to May 31, 2027, with four subsequent one-year option periods. The statement of work details the requirements for continuous service throughout the year, including federal holidays and government closures.

The contractor shall submit weekly invoices, itemized by trip, to the government for payment. The invoice should include details such as date of service, driver identification, trip cost, and any additional fees. The government reserves the right to withhold payment until problems encountered, such as late pickups or billing conflicts, are resolved.

The government intends to award a single award indefinite delivery indefinite quantity (IDIQ) contract to the responsible offeror whose quote represents the best value to the government. Technical factors, when combined, are equal to or more important than price.

The contractor shall maintain sufficient staffing, dispatch capability, and vehicle availability to meet routine and surge transportation needs. Drivers must be insured in accordance with FAR clause ****, and the contractor is responsible for annual drug testing. Vehicles must meet inspection certification requirements and specially equipped vehicles for the handicapped are required.

The government may deduct **** from an invoice for each group of four occurrences in which a driver is 15 minutes or more late for a scheduled pickup, unless the delay was caused by government direction or other excusable circumstances. For same-day requests, a driver arrival more than 30 minutes after the request may be counted as a late pickup, and repeated late pickups may result in corrective action.
