This is a Request for Quotation (RFQ) for tri-annual rooftop animal waste removal services. The contract will be for one base year with four one-year option periods. Services include assessing rooftops, devising plans to rid of bird pests and prevent nesting, and removing and cleaning animal waste and algae. Questions are due by July 6, 2026, and quotes are due by July 9, 2026. The award will be a firm-fixed-price contract based on price, technical acceptability, and compliance with submission instructions. Offerors must be registered in the System for Award Management (SAM).
The initial service visit must be completed within thirty (30) calendar days after contract award, followed by two (2) additional service visits scheduled in July and October for the base year. For option years, services are performed once in April, July, and October.
Payment will be made in arrears, after the completion of each order. Invoices shall be submitted electronically in accordance with VAAR clause ****.
If damage to any new antibird fencing system is discovered, or if animal fecal waste, green algae, moss and mold growth is present, the contractor shall provide sufficient repairs covered under product warranty, and cleaning and removal services at no additional cost to the government.
The government will award a firm-fixed-price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The factors are price, technical acceptability, and compliance with quote submission instructions.
Offerors must be registered in the System for Award Management (SAM) database at the time of quote submission and at the time of award.
