Sealed proposals for the construction of South Wake Landfill Entrance Improvements will be received by Wake County Procurement Services up to 2:00 PM, Thursday, July 24, 2025. A non-mandatory pre-bid conference will be held on Thursday, July 10, 2025, at 2:00 PM at the South Wake Landfill field office. Bidders must be licensed to perform the work in North Carolina. Bid security in the amount of five percent of the bid must accompany each bid. Wake County reserves the right to reject any or all bids and to waive informalities and irregularities. Complete contract documents are available for inspection at the Timmons Group offices. Bidders can obtain an electronic copy of the contract documents from the Timmons Group or printed copies from Accent Imaging.

The contractor is responsible for maintaining adequate cover over utilities during construction, notifying relevant authorities (TCEQ, Texas One Call) at least 48 hours before starting work on TCEQ-regulated sanitary sewer and water collection systems, and notifying local emergency services of any construction activities affecting traffic flow. The contractor must also coordinate utility service interruptions with the applicable utility company, maintain ingress/egress for public/private facilities, provide warning devices, maintain regulatory signs, ensure all construction permits are obtained, and maintain sanitary facilities for employees. All disturbed areas must be restored to original or better condition before project acceptance. Bank run sand specifications are also mentioned.

The project involves the remodeling of a greenhouse. The contractor must furnish all personnel, equipment, tools, materials, supervision, and quality control necessary to remodel the subject greenhouse structure and building components. All work must be accomplished by certified technicians and in accordance with all local, state, and federal codes and regulations. A pre-bid site visit is encouraged. The completion of the project must not exceed 60 calendar days from the date of contract award. The contractor must prepare an overall project schedule including milestone dates for all phases of work and completion date and submit to the COR for approval. This schedule is due fourteen (14) days after contract award. The contractor must obtain all building and trade permits. A site safety specific plan/accident prevention plan is required within seven (7) days of contract award. The government will inspect and approve the work performed. The contractor must schedule inspection a minimum of three (3) days in advance, in writing, to the COR and CO. The contract is anticipated to be a firm fixed price contract. The solicitation will be a 100% total small business set aside. The solicitation will be a request for proposal (RFP) in accordance with FAR part 15 contracting by negotiation and FAR part 36 construction contracts. The anticipated magnitude of this project is between $250,000 and $500,000. Offerors must be registered with the System for Award Management (SAM) database.
