The City of Camas is soliciting qualifications from experienced architect firms for professional services related to the development of a new Public Works Operations Center. Services include planning, architectural, engineering, and construction support. Firms must submit one PDF electronic copy of their Request for Qualifications (RFQ) by 4:00 p. m. PDT on May 26th, 2026. Key aspects of the project involve program validation, site master planning, preliminary engineering, environmental services, cost estimating, and phasing. A site tour is scheduled for May 6th, 2026, at 10:30 am, and attendance is optional. Proposals are limited to 20 pages. The evaluation criteria include completeness of response, qualifications and experience, similar projects, approach to project, and general references. Fee proposals will be negotiated after selection of the highest-ranked firm.

The following criteria will be considered in evaluating each proposal: Completeness of response to the RFQ requirements (Pass/Fail), Qualifications and experience (25%), Similar projects (35%), Approach to project (30%), General references, clarity, and overall quality of proposal (10%).
Firms must demonstrate experience in architectural and civil design for local governments. The submitted material should focus on technical content that demonstrates design experience/capability, as well as availability and commitment of the firm and its team. For the prime consultant and any subconsulting firms, provide names of principal architect or engineers, length of time in business, office addresses, facilities and manpower, identify project manager and other key project staff, and their experience related to public work facility operations buildings and percent of availability to this project.
The City will conduct a site tour for interested firms on May 6th, 2026, at 10:30 am at **** SE 8th Ave, Camas, WA **** is optional, but firms are encouraged to attend. City staff will facilitate the tour, but no formal project questions will be addressed during the visit. All questions must be submitted in writing and will be provided via an addendum.
