The period of performance includes a 12-month base period with up to four 4 12-month option periods. Annual training sessions are anticipated to occur notionally during the 3rd and 4th quarter per fiscal year (May-Sept). Monthly trainings will continue on a monthly schedule. The base period is from September 30, 2026, to September 29, 2027.

Payment will be made by the government. Invoices are to be submitted to the address shown in block 18a unless otherwise checked. Wide Area Workflow (WAWF) is used for electronic submission of payment requests and receiving reports.

The government intends to make an award to the responsive, responsible vendor that represents the best value to the government, by virtue of being the lowest price, technically acceptable quote. Quotes determined to have passed the technical capability requirements will then be evaluated for the lowest price.

The contractor shall demonstrate a minimum of fifteen years of senior-level experience in police and public safety psychology, crisis intervention, trauma recovery, officer wellness, threat and violence prevention, and mental and behavioral health support for law enforcement, public safety, and government personnel. A doctorate-level licensed psychologist with a Ph. D. in clinical psychology or counseling psychology is required.

Failure to comply with security requirements is grounds for contract termination. Falsification of required documentation may result in denial or revocation of access, removal of personnel, contract termination, and/or referral for criminal charges.

Industry questions are due by 10:00 AM EST, Wednesday, July 15, 2026.

Failure to follow directions in the quote submission may cause quotes to be unacceptable and deemed nonresponsive. Quoters that fail to furnish required representation or technical information, or reject the terms and conditions of this solicitation, shall be excluded from consideration.

The estimated total value is $9,000,****.

The base period of performance is anticipated to be 12 months of services to begin 30 September 2025. Three 3 one year option periods are anticipated to be included in the contract to extend services to 29 September 2030.

The contractor shall be reimbursed only for actual, verifiable out-of-pocket expenses incurred during marketing execution under CLIN **** monthly invoice submitted under this clin must be accompanied by certified third-party receipts, platform adspend logs, postage logs, and mediabuy performance sheets.

Respondents must provide company name, address, POC, cage code, D&B number, business size, and information on GSA or Seaport e contract vehicles. A capability statement addressing the required services, experience, and teaming arrangements is also required.

Any misrepresentation of institutional standards including, but not limited to, marketing the institution as test-optional or operating on rolling admissions shall be grounds for an immediate formal corrective action request CAR.

The submission deadline is Tuesday, July 14, 2026, at 2:00 PM CST.

Invoices are due by the 30th of each month, covering the preceding month. Payments are due to the vendor within 45 days of GPISD receiving goods, service completion, or an invoice, whichever is later.

All goods and/or services must be warranted to be free from defects in material, workmanship, and design for one year upon acceptance or payment.

Awards will be made to responsible proposers whose proposals are determined to be the best value to GPISD, based on a weighted evaluation of price (30%), reputation (20%), quality (20%), needs fulfillment (10%), past relationship (10%), and total long-term cost (10%).

Proposals must materially satisfy all mandatory requirements. Vendors must have adequate financial resources, comply with delivery requirements, and be regularly engaged in the business of providing the items. Criminal history review is required for employees with direct contact with students.

If a vendor fails to honor quoted prices, fulfill terms, or abide by conditions, GPISD may insist the vendor honor prices, pay the difference to the next acceptable proposal, pay the difference to the open market price, or recommend termination of the agreement and exclusion from future proposals.

A pre-proposal conference will not be conducted for this solicitation.

A proposer may be disqualified for collusion, intent to defraud, or other illegal activities. Contacting district personnel during the proposal process may also result in disqualification.
