The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided that such warranty is available at no additional cost to the government. The standard commercial warranty period shall begin upon the final acceptance of the applicable material or software.

The government will evaluate offers on a lowest price technically acceptable (LPTA) basis in accordance with FAR part 15. Price has a dominant role in source selection and technical tradeoffs will not be made.

Offerors must have an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) with the US Navy.

The government reserves the right to descope any requirement under this contract at any time and for any reason. The contractor shall coordinate the work effort with Srfjrmc project manager on a daily basis to prevent changing situations from causing delays and disruptions. The contractor shall comply with specific activity regulations pertaining to crane safety and operation, including allowable access routes and ground loading limitations. The contractor shall notify the Pry33 office, in advance, of any cranes entering the activity. The government retains ownership and control over historical and archaeological resources. The government of the United States and Japan have agreed that this contract is exempt from the Japanese consumption tax. The contractor shall submit a request in writing to the contracting officer for issuance of a tax exemption certificate for any import duties and all taxes paid or to be paid from which the US government is entitled to an exemption. The contractor shall comply with 29 CFR ****, occupational and health standards for shipyard employment. The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale. The contractor shall not provide controlled unclassified information (CUI) to anyone except Srfjrmc employees, other DoD employees, or US DoD contractors requiring the data for accomplishment of an Srfjrmc business process. The contractor may request the lay down space adjacent to the ship yard in Yokosuka naval base. The contractor shall submit design drawings, floor plans, and other relevant operational details to the CFAY cultural resource manager through the contracting officer for review and approval prior to the commencement of work. The government intends to award without discussions but reserves the right to conduct discussions if necessary. The offeror must be determined responsible under FAR **** standards to be eligible for award. Offerors outside Japan must submit documentation that unambiguously demonstrates the offeror's compliance with DFARS ****.
