This is a Request for Quote (RFQ) for post-warranty preventive maintenance and repair services for a Liquid Chromatography Mass Spectrometry (LC/MS) system. The contract will include one base year and two option years. Services include scheduled onsite preventive maintenance, unlimited onsite corrective repairs within 3 business days of call, and unlimited technical support via phone and email. All maintenance and repair pricing must be inclusive of labor, travel, and replacement parts. Deliverables include service records and reports. The place of performance is FDA CBER, White Oak Campus, Silver Spring, MD. Quotes are due by email on June 15, 2026, by 1:00 p. m. Central Time. Technical capability, past performance, and price will be used for evaluation, with technical capability and past performance being more important than price.

Net 30 days after government acceptance of a proper invoice, which shall only be submitted after services have been performed. Advance payments will not be made.
The contract is for post-warranty preventive maintenance and repair services.
The evaluation criteria are technical capability, past performance, and price. Technical capability and past performance are collectively more important than price.
The contractor shall have the technical understanding, skill, resources, and training to make all repairs and provide preventative maintenance and repair services. If not the OEM, provide demonstrated and verifiable prior experience.
Offerors are afforded the opportunity to inspect the existing instruments and site, at their own expense, prior to the date set for receipt of quotes by contacting the contract specialist/contracting officer to schedule an appointment.
Offerors that fail to complete the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration.
