This is a Request for Proposals (RFP) for architectural and engineering (AE) and related services for the Hillsboro/Beaverton OR8/OR10 ADA ramps project. The project aims to design and remediate noncompliant or missing curb ramps to comply with ADA standards. Only consultants with an existing Price Agreement (PA) in the specified series are eligible. Proposals are due by August 21, 2026. The estimated construction budget is $12,000,**** include design from conceptual to PSE, and construction engineering support. Payment will be based on completed tasks and deliverables. The contract is anticipated to start winter/spring 2027 with design completion by summer 2028.
Design is expected to be completed by summer 2028.
Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables in conformance with PA requirements and all applicable standards. The method of compensation will be determined by agency and may include cost plus fixed-fee, fixed price for all services, fixed price per deliverable, fixed price per milestone, or time and materials.
Evaluation and scoring will be based on understanding of requested services, technical approach, project management/cost effectiveness, proposer's general qualifications, proposer's capabilities, proposer's relevant experience, and project team and qualifications.
Consultants must have an existing PA in the specified series for the services identified in this miniRFP. Proposals must include a registered professional engineer in active status with the Oregon State Board of Examiners for Engineering and Land Surveying.
Proposers must provide 2 project samples comparable to the requested services performed by their firm within the last 4 years, including descriptions of how outstanding issues and project constraints were addressed and resolved.
False or misleading statements in the proposal may result in rejection. Failure to provide required items within 7 calendar days of the intent to award notice may result in rejection. Proposer responsibility and debt owed to the state will be reviewed.
The agency anticipates the construction budget for this project will not exceed $12,000,****.
