Clark County Department of Aviation (CCDOA) is seeking proposals for a ground lease to redevelop and enhance a golf course and driving range property. The property is located at **** South Las Vegas Blvd, Las Vegas, NV. Key requirements include a minimum of five years of golf course and driving range operations experience, a proposed business plan, financial capability, and a commitment to capital improvements. The lease term is not to exceed 20 years. Rent includes a fixed ground rent (minimum $65,000/month) plus a percentage of gross revenue. A mandatory pre-proposal conference and site tour are scheduled for July 13, 2026. Proposals are due by September 14, 2026, submitted through the NGEM system. The property is offered in as-is, where-is condition, with an estimated $2 million in repairs needed. Approximately **** acres are within the runway protection zone (RPZ) with restrictions on structures.
All RFP proposals are due to be submitted through the NGEM system by 5:00 p. m. PDT on September 14, 2026. Late submissions will not be accepted.
Rent will be no less than $65,000/month fixed ground rent and a percentage of gross revenue (excluding gaming proceeds). Fixed ground rent shall escalate by 3% annually starting in year four. A one-time rent abatement period is granted during the first two years or upon construction completion, with a modified tiered rent structure.
The RFP will be evaluated on: golf course concept and business plan; financial capability and economic pro forma; financial proposal; experience in operating a golf course and food and beverage operations; emerging technology and sustainability practices; and experience in implementing a golf course facility capital improvement program.
Proposers must have a minimum of five consecutive years of recent golf course and driving range operations and management experience, including greens and cart fee revenue management, overall facility management, pro shop sales, driving range management, and familiarity with capital improvement programs.
Failure to attend both the mandatory pre-proposal conference and site tour will result in rejection of the proposer's submittal.
A mandatory pre-proposal site tour will be conducted immediately following the pre-proposal conference at **** Las Vegas Blvd. , Las Vegas, NV **** are responsible for providing their own transportation. Attendance is required.
Proposers requiring clarification or interpretation of the RFP documents shall submit their questions in writing, via the NGEM platform, no later than 5:00 p. m. PDT on July 21, 2026.
Unacceptable proposals include: evidence of collusion, unresolved claims with CCDOA, restricted or limited business license, felony conviction, failure to meet minimum qualifications, missing required documents, false information, contingency or conditional offers, and late submissions.
