The period of performance for interpretation services is from April 8, 2026, to April 14, 2026, with setup on April 7, 2026. The vendor shall provide interpretation and translation services on the following approximate schedule: April 8-14, 2026, from **** to **** with a one-hour lunch break from **** local time.

All payments under this contract will be accomplished by the Mastercard Government Purchase Card. Payment will be made only after a complete invoice of all costs associated with this contract has been submitted to the paying official. Invoices must have all required information as described by the US Southern Command, 410th Contracting Officer Representative.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. This is a lowest price technically acceptable award.

Services shall be performed by professional and certified interpreters/translators who possess demonstrated proficiency levels that range from the ability to speak the language with sufficient structural accuracy and vocabulary to participate effectively and expertly and be knowledgeable and fluent in most formal and informal conversation on security, governmental, political/military, diplomatic and social professional topics to the maximum proficiency level with specific subject matter or technical level competency as specified. In addition, interpreters and translators must be trained and proficient in the use of Microsoft Word and PowerPoint presentations.

The vendor must include equipment pictures with the proposal.

The estimated total value for this acquisition is $22,500,****.

The bid notice states that respondents must be qualified agencies and/or individuals to provide verbal interpreting and written translation services.

The contractor shall accept payment for services rendered under this contract as payment in full. The contractor shall be paid only for actual work performed.

Neurologists assigned by the contractor to perform the services covered by this contract shall have a current license to practice medicine in the state of Missouri. All contractor provided neurologists shall be board certified/board eligible as neurologists by the American Board of Neurological Surgery.

The contractor is liable to VA for liquidated damages of **** each in the event of a data breach or privacy incident involving any SPI the contractorsubcontractor processes or maintains under this contract.

This factor is comprised of the following two subfactors: subfactor a experience: the offerors recent and relevant corporate experience in performing services of similar size, scope, and complexity, with a focus on acstype services and managing a workforce in an oconus environment. subfactor b recruitment and retention: the offerors written plan for recruiting, vetting, and retaining qualified personnel to ensure continuity of services and meet the pws requirement for filling all vacancies within ten 10 business days.

The estimated value for the five-year ordering period is between $500,000 and $1,000,000.
