Harrington Government Bids & RFPs

Bids are due by 4:59 PM on Monday, August 3, 2026. The contract period is expected to be 24 months from the date of execution, with potential extensions. Infrastructure must be completed and housing units built and occupied by December 31, 2030.

Project Manager will submit monthly invoices, which shall be paid within 30 days. The fee will not exceed $180,000. Project Manager is responsible for expenditures above agreed amounts.

Bids will be evaluated based on ability to provide services, experience with similar work, qualifications of staff, and total cost. The city may consider substantial performance, ability/capacity/skill, character/integrity/reputation/experience/financial resources, and quality/availability/adaptability of service. The city reserves the right to accept the bid deemed in the best interest of the city, even if not the lowest bid.

Respondents must be qualified and have proven track records in managing similar projects, providing references. They must have an active SAM. gov account and UEI registration. Staff qualifications will be considered.

The city may terminate the contract for reasons such as failure to proceed expeditiously, failure to begin or pursue work, discontinuation of work, failure to make payments to subcontractors, disregarding directives, or substantial breach of contract. The city may also reject any and all proposals.

All items and certifications shall be delivered within 4 weeks from the date of award to the specified destination.

Payment will be made by the government. Electronic submission of payment requests and receiving reports is required via Wide Area Workflow (WAWF).

The government will award a purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered, on a lowest price technically acceptable (LPTA) basis.

The entire project shall be completed on or before September 30, 2026. Failure to complete the project will result in the assessment of liquidated damages.

On a monthly basis, the contractor shall submit a written itemized payment request for work completed. The city will retain ten percent of the dollar value of the work completed until the contract is fifty percent complete. At the time of final payment, all retainages shall be released.

The contractor shall furnish the city with a maintenance and guarantee bond to correct any defects due to faulty materials or workmanship which appear in the work within one year from the date of final acceptance by the city.

Bidders shall be prepared to furnish sufficient evidence as to their qualifications to perform the project work, such as record of past performances including references, equipment, and personnel available, and such other pertinent and material facts as may be desirable. Upon request, bidders shall submit financial statements.

Should the work under this contract not be finished within the time specified, it is agreed that there may be deducted by the city from the final certificate to the contractor, a sum computed at the rate of one thousand dollars ($1,****) per calendar day for each and every calendar day the project is not completed.

The bidder shall be responsible for investigating and evaluating subsurface or latent physical conditions along the site of the work. The bidder shall be held to have visited the site and checked with the authorities the working conditions and the methods of carrying out the work and to have included in their proposal all costs for meeting such working conditions.

Reasons for disqualification may include: more than one proposal for the same work, evidence of collusion, unbalanced proposals, failure to submit a unit price for each item, lack of competency, unsatisfactory performance record, uncompleted work that might hinder prompt completion, conflict of interest, proposal on an altered form, unauthorized additions, or conditional bids.
