The Texas General Land Office (GLO) is seeking proposals for coastal construction services to repair Sylvan Beach in Chambers County, Texas, damaged by Hurricane Harvey. The project involves placing approximately 2,800 cubic yards of sand. The estimated cost is between $450,000 and $500,000. Proposals are due by August 4, 2026, at 2:00 PM CT. A site visit is strongly encouraged. The award will be based on best value, considering cost, experience, technical proposal, responsiveness, and safety. Liquidated damages of **** per day apply for failure to meet substantial completion deadlines.
The deadline for submission of solicitation responses is August 4, 2026, at 2:00 p. m. CT. Construction must be substantially completed within the time period proposed by the contractor, with an estimated construction time of approximately 30 calendar days after receipt of a notice to proceed.
All project deliverables must be accepted by the ODR prior to approval of contractors requests for payment. Specific payment terms are detailed in the sample contract (Exhibit B).
The award will be made to the respondent that provides the best value to the state of Texas, based on cost (40%), demonstrated relevant experience, qualifications and past performance (25%), technical proposal (25%), overall responsiveness, clarity, and organization (5%), and safety record, quality control program and cost controls (5%).
Respondents must have at least three years of experience in the coastal construction business or equivalent management experience, demonstrated experience in meeting completion dates and construction schedules, and demonstrated experience in excavation, hauling, and placement of fill in shallow water environments for projects of similar scope and size completed in the last three years.
If the contractor fails to achieve substantial completion within the contract time, the contractor shall be liable for liquidated damages of **** per day until substantial completion is achieved.
Respondents are strongly encouraged to visit the site and assess the work to be performed before submitting a proposal.
Any respondent unsuccessful or aggrieved in connection with this solicitation may file a protest in accordance with title 31, section 3. 50 of the Texas Administrative Code.
Failure to observe the restriction on prohibited communications may disqualify the respondent. Submitting a solicitation response with a false statement or making a material misrepresentation during contract performance is a material breach and may void the response and contract. Failure to submit a VETHUB subcontracting plan will result in rejection.
