HHS system agency will make contract payments in accordance with chapter **** of the Texas Government Code, commonly known as the Texas Prompt Payment Act.

Award will be made to the bidder whose response offers the best value to the state based on meeting or exceeding requirements, ability to meet performance delivery requirements, and price.

The bidder shall have relevant experience required for the performance of the services as outlined in this IFB. The minimum experience required is four 4 years. Bidders personnel must have at least three 3 years relevant experience.

Failure to comply with sole point of contact requirements may result in disqualification. Inclusion of assumptions in a response could result in disqualification.

The historical spend for the same or similar services is $85,**** for the period 9/1/2025 through 8/31/2026.

Payment will be made in accordance with the pricing provided on exhibit C pricing sheet. Invoices will be submitted to 710accounting@hhs. texas. gov.

The estimated historical spend for the same or similar services is $145,**** for the period of September 01, 2023 through August 31, 2026.

The ordered goods shall be delivered to the final destination within 45 weeks after issuance of the Purchase Order (PO).

Payment will be made via EFT within 30 days upon receipt of goods in accordance with the Embassy's Purchase Order.

Warranty: at least one year on parts and services for all appliances.

Quotations will be evaluated using the lowest price, technically acceptable (LPTA) method.

Offerors shall be registered in the SAM system for award management database at www. ***. *. * prior to submittal of their offer/proposal.

In case of late delivery, the penalty shall not exceed 5% of the goods involved in the late delivery. The penalty rate is charged at 0. 5% for every seven days counting from the 8th day of the delay.

Incomplete quotations will not be accepted. Quotations are due by August 7, 2026, at 4:00 PM Cambodian local time. No quotation will be accepted after this time.
