This procurement is a new requirement for ansys
software as a service (SaaS) to synchronize precision effects and precision fires in all domains against adversary anti-access area denial (A2AD) networks. The
software is required to
build and map effects in the electromagnetic spectrum, including real-time tracking, terrain mapping, and electro-optical infrared modeling. The
software is critical to
build and prepare the multidomain common operating picture and provide analysis of effects within the theater. The
software is a firm-fixed-price delivery order via a GSA FSS contract. FY25 OM funds will be utilized. Market research determined that only AGI can provide this product, as no other distributors or resellers exist. The ansys stk is the only manufacturer that meets all requirements. The anticipated cost is fair and reasonable based on a comparison of published catalog pricing from the GSA FSS, as well as historical pricing. The contracting officer will document the actions taken to ensure that the requirements of USAREUR are being met, including any changes to the requirements or the contractor's performance. The contracting officer will ensure that the contractor's performance is monitored and evaluated to ensure that the ansys stk
software is meeting the requirements of USAREUR. The contracting officer will consider competing future requirements for similar
software and services, if feasible, to promote competition and ensure that the government is receiving the best value for its dollars. The contracting officer will review and update the market research conducted to identify potential alternative sources for the ansys stk
software, if any, to ensure that the government's needs are being met in a fair and reasonable manner. The contracting officer will document any changes to the requirements or the contractor's performance in the contract file and update the justification as necessary to reflect any changes. The contracting officer will ensure that the ordering activity receives the best value for its dollars by considering factors such as price, delivery, and past performance when placing orders under the contract. The contracting officer will comply with the requirements of FAR **** by documenting the rationale for using the federal supply schedule contract, including a determination that the order represents the best value and results in the lowest overall cost alternative to meet the government's needs.
