Consultant must be an active registered entity in SAM. gov with a valid UEI, have minimum 3 years professional experience in energy efficiency, energy code compliance, building science, plan review, or related field. proven experience in sustainability, environmental science, urban planning, architecture, mechanical energy engineering, construction management, or a closely related field.

Payment is made at completion of the project upon receipt of the firm's billing invoice. Firms must provide proof of license to operate in Michigan, describe five similar projects completed in the last three years, and include customer references. Applications are accepted on a rolling basis through December 15, 2029, by 3 pm ET or until the allocated budget has been fully committed, whichever occurs first.

Incentives are paid per dwelling unit on a declining block schedule tied to application submission date, with an additional per-unit bonus for projects located in New York State disadvantaged communities.

Projects must fully electrify space conditioning with no fossil fuel backup standby emergency generators excepted.
