Washington County is seeking proposals for the furnishing and delivery of print and audiovisual materials for the library. The contract will be for one year with options to renew for up to four additional one-year periods. Key requirements include a robust ordering system with FTP capabilities, order status tracking, duplicate purchase prevention, and timely delivery with an average wait time of 45 days. Vendors must also be capable of providing various processing services such as barcode labels, RFID tags, and mylar covers. Proposals are due by July 6, 2026. The vendor will maintain an average wait time between order and shipping of 45 days, excluding prepublication and back orders. Materials shall be mailed to Washington County Library, **** Central Park Place, Woodbury, MN ****.
Contractor invoices will be paid within 30 days of receipt of the invoices providing proper documentation is presented. Payments made under this contract shall be in the form of automated clearing house (ACH), check, or virtual credit card (VCC).
Library shall have at least 120 days from the delivery date of each item to return materials to vendor at vendor's expense that are damaged, or otherwise defective by library industry standards.
Proposals will be evaluated based on: understanding of the services and requirements (40 points), qualifications and experience (30 points), cost (20 points), and references (10 points).
Vendors must provide demonstrated qualifications and experience that proves the ability to perform the services and meet the requirements of this RFP.
The county may withhold payment for failure to provide service to comply with any of the provisions of this agreement. No interest penalty shall accrue against the county.
Non-compliant proposals will be disqualified and not evaluated further. Failure to meet the requirements of the law shall be a substantial breach of the contract and will be cause for cancellation.
