The Los Angeles County Employees Retirement Association (LACERA) is seeking a Drupal hosting provider. Proposals are due September 12, 2025, via the LACERA vendor gateway portal. Respondents must submit a proposal in PDF or Microsoft Word format, addressing all RFP sections, and not exceeding 20 pages. The proposal must include a checklist, minimum qualifications certification, and a response to the enclosed questionnaire. Additional material, such as brochures, will not be used in scoring. All proposals must remain open for at least 180 days after the submission deadline. A bidder conference is scheduled for August 25, 2025, at MS Teams. Questions must be submitted through the LACERA vendor gateway portal by August 25, 2025. Proposals will be scored according to the selection criteria in Exhibit E. LACERA staff may select respondents based on the selection criteria or using a combination of onsite interviews and reference verification. The highest scoring respondents may be invited to an interview by LACERA's boards. The contract, if awarded, may be for an initial period of up to five years, beginning from the date of final execution. All contracts may be terminated at LACERA's convenience at any time.

Proposals will be scored according to exhibit E selection criteria. LACERA staff may select respondents based upon the selection criteria or using a combination of onsite interviews and reference verification.
All respondents must clearly show and document in the proposal the following minimum qualifications: dedicated IP address, indexed and searchable PDFs via the site's search engine, hosting support for composer-managed Drupal installations, display capabilities for PDFs, images, and videos, unrestricted or high-capacity file upload functionality, webops support for multiple development and testing environments, IP-based restrictions, test environments, built-in redundant architecture for failover and disaster recovery, cloud-based SaaS software as a service hosting, 99. 9 SLA service level agreement uptime guarantee, integrated CDN content delivery network, automated backups, process migration from the current hosting provider to the new hosting provider, and 24/7 technical support.
