Proposals will be evaluated based on qualifications (25%), references (20%), experience (20%), prior experience with BOCES and/or NYS school districts (20%), and cost (15%). The evaluation process is designed to award the proposal not necessarily to the proposer of lowest costs or highest commission, but rather to the proposer with the best combination of attributes aforementioned based on responses received.

Design firms should have a minimum of 5 years of experience with similar architectural and engineering projects as the primary architect/engineer of record. Copies of professional licenses held by the proposer as well as a complete business profile/resume must be submitted.

A public works contractors license for the state of Idaho is required to bid on this work.

There will be a prebid conference on Wednesday, July 22, 2026, beginning at 11:30 a. m. , prevailing local time, at the **** S. Pleasant Valley Rd, Kuna, Idaho **** are encouraged to attend.

The estimated cost is $2,000,000.

Payment will be made upon completion of the project.

Letters of submittal will be evaluated and ranked based on the applicants most likely to meet the needs of the county and satisfy the requirements, including ability to provide license and insurance, ability/capacity/skill, experience of personnel, past involvement with similar projects, references, and overall quality of submittal.

Applicants must be properly licensed, have at least three years in business with related experience, demonstrate ability with engineered septic systems, and provide three professional references and proof of insurance.

An applicant may be denied prequalification if their capabilities or qualifications beyond licensure do not meet the RFQ requirements.
