The City of Kingston, NY is seeking proposals from qualified parks and recreation planning firms to update its Parks and Recreation Master Plan. The project involves a comprehensive assessment of existing facilities, programs, and community needs, development of recommendations, site-specific master plans, and an implementation strategy. Proposals are due by July 15, 2026. The contract period is from September 1, 2026, to August 31, 2027, with potential for extensions. Payment terms will be detailed in Schedule B, Fees, Expenses, and Submissions for Payment, within the contract agreement. The city shall be invoiced and make payments as described in Schedule B, fees, expenses, and submissions for payment.
The firm is responsible for correcting deficiencies in its services reported within 120 days after completion and final acceptance. The firm shall be responsible to correct, in a timely fashion and at the firms sole expense, any deficiencies in its services resulting from the firms failure to act in accordance with the standards set forth in article 13 performance and schedule a, provided such deficiencies are reported to the firm within one hundredtwenty 120 days after completion and final acceptance of the services.
Proposals will be evaluated using weighted criteria: firms qualifications and experience (30%), project approach understanding (15%), assigned project team experience (15%), qualifications example projects with references (15%), and cost factors (25%). Respondents must be qualified parks and recreation planning firms with experience in developing municipal parks master plans. Penalties may apply for submitting false information to governmental agencies, including fines and imprisonment. Proposals may be rejected if respondents fail to comply with prequalification regulations, have a history of uncompleted contracts, unsatisfactory performance, or lack the necessary ability, resources, or qualified employees. Misrepresentation regarding debarment status can also lead to rejection or termination. Proposals received from respondents who have previously failed to complete contracts within the timerequired, or who have previously performed similar work in an unsatisfactory manner, may be rejected. and Any misrepresentation or false statement related to a respondents status in this regard will result in rejection of suchrespondents submission.
