The City of St. Pete Beach is seeking proposals for on-demand microtransit services. Proposals are due by August 5, 2026, at 9:00 AM EST. The service aims to supplement existing transportation, improve mobility, accessibility, and equity. The selected vendor will be responsible for turnkey operations including vehicles, drivers, technology, and customer service. Creative and cost-effective proposals are encouraged. A non-mandatory pre-proposal meeting is scheduled for July 15, 2026. Questions must be submitted in writing by July 29, 2026.
Proposals are due on or before **** at 9:00 am est.
Partial payments will be made as the work progresses at the end of each calendar month, or as soon thereafter as practicable on estimates made by the city manager or designee and as approved by the city, provided that the proposer is performing the overall job in a diligent manner. In making partial payments, there shall be retained five percent 5 on the amount of each estimate until final completion and acceptance of all work covered by the contract.
The proposer shall remedy any defects in the work and pay for any damage to other work resulting therefrom that shall appear within a period of eighteen 18 months from the date of final acceptance of the work, unless a longer period is specified.
The contract will be awarded to the proposer who is determined to be the most advantageous for the city, considering cost to the city, financial sustainability, operational experience and qualifications, innovation and technology, service plan and community benefit, and any other pertinent factors.
Proposers must have extensive experience in microtransit service provision and meet minimum qualifications outlined in Section V. They must also be licensed, bondable, and insured.
If the work embraced by this contract is not completed on or before the date set for completion or any extension thereof, the proposer shall pay to the city fixed, agreed, and liquidated damages in the amount of five hundred dollars ($500) per day for each calendar day of delay until the work is satisfactorily completed.
Violation of lobbying prohibitions or failure to comply with employment eligibility verification requirements may result in disqualification or termination of the agreement.
