Friendship Public Charter School (FPCS) is seeking proposals for advanced teacher education and professional learning services. The goal is to enhance the skills of experienced, high-performing educators to improve classroom practice, deepen instructional mastery, foster peer-to-peer support, and increase retention. The selected partner will design and deliver professional learning opportunities focusing on instructional excellence, teacher leadership, and school improvement. Proposals are due by 4 PM on Friday, May 15, 2026. Key requirements include organizational background, proposed professional learning model, sample curriculum, evaluation strategy, facilitation approach, timeline, and cost structure. FPCS reserves the right to reject any or all proposals.
The deadline for submitting proposals is no later than 4 PM, Friday, May 15, 2026.
The bid notice states that invoices shall be provided to FPCS in a timely manner and within 30 days of providing goods and/or services. FPCS will not be responsible for any interest charges and/or late fees due to delayed payment caused by inadequate, incomplete, or inaccurate information provided in invoices.
Proposers shall furnish all data pertinent to warranties or guarantees which may apply to items in the proposal. Proposers may not limit or exclude any implied warranties.
FPCS will apply the best value process in selecting the proposer, considering factors such as purchase price, proposer's experience, reputation, expertise, stability, financial responsibility, quality and range of services, extent to which services meet FPCS needs, past relationship with FPCS, ability to provide service reliably and efficiently, and total long-term cost.
Proposals should include organizational background and experience, description of the proposed professional learning model, sample program structure or curriculum, proposed evaluation and measurement strategy, facilitation approach and staffing plan, approach to cohort-building, evidence of prior success and impact, proposed timeline and cost structure, and any goal-aligned proposed modifications.
FPCS reserves the right to terminate the contract with 30 days prior written notice for cause if the proposer breaches any terms, including warranties, or becomes insolvent. Cause may include failure to deliver proper goods/services on time, failure to perform services to FPCS satisfaction, or failure to meet other obligations.
If a proposer cannot furnish a sample of a proposed item, where applicable, for review, or fails to satisfactorily show an ability to perform, FPCS can reject the proposal as inadequate. Demonstration units must be available for review.
