The proposal due date is May 5, 2026, no later than 2:00 PM CT.

Payment requests shall be submitted upon respondents completion of and RRCs acceptance of work. Payments will be made in accordance with Texas Government Code Chapter ****, within thirty 30 days from receipt of a complete, correct, and approved invoice.

The RRC will award contracts to respondents whose proposals are considered to be the best value to the state, based on weighted criteria including organization of response, qualifications, fees/cost, and overall clarity and responsiveness.

Respondents must have an active, current organization report form P5 on file with the RRC, be an approved cementer or use one, demonstrate successful performance of high hydrogen sulfide (H2S) well plugging services, own or lease necessary equipment, and be financially solvent.

Failure to meet service requirements and/or specifications authorizes the RRC to procure services elsewhere and charge any increased costs to the contractor. Late invoices will be assessed an administrative surcharge of **** per day, capped at $2,**** damages of **** per calendar day per incomplete work order may apply.

An optional pre-submittal conference will be conducted, and respondents are strongly encouraged to attend.

The solicitation does not indicate a requirement for sample submission.

The deadline for submission of written inquiries is April 17, 2026, no later than 2:00 PM CT.

The bid notice states that all locations other than Illinois Road must be completed on or before November 20, 2026.

The bid notice states that invoices must have the purchase order prominently displayed on page 1 of the invoice and may include multiple locations on a single invoice. Invoices shall not be deemed due and owing unless specific documentation is submitted, including a summary cover page, detailed supporting page per address, scanned PDF copies of releases and waivers of lien, and pre and post work pictures/video.

The bidder shall provide and honor to the village a one-year warranty on all materials and workmanship for the lead service line replacement work including restoration from the date of acceptance by the village for all public side work. The village expects to award the work to one bidder. The award will be based on, among other things, the total bid amount, not the bid amount for each individual property.

Bidders must treat this as a separate contract, provide separate bonds, insurance, etc. The village expects bidders to bid on all locations and have the capacity to complete on time. Companies would qualify if they are able to meet the requirements outlined in the RFB, including having a licensed plumber working on the project.

Failure to maintain temporary fencing during the work will result in a penalty of $500 per incident. Failure to clean slurry from saw cutting to the satisfaction of the village will result in a penalty of $500 per incident.

The bid notice requires interested vendors to provide their company name, SAM. gov UEI number, mailing address, email address, telephone number, website address if available, business size and eligibility under U. S. government socioeconomic programs (e. g. , large, small, small disadvantaged, woman-owned, veteran-owned, or 8a) under the North American Industry Classification System (NAICS) code associated with the project, and confirmation of registration in the System for Award Management (SAM).

The bid notice states that a minimum of 2 samples from each core should be identified prior to collection and discussed with BOEM geologists. All collected samples are to be run through grain size analysis using a laser particle size analysis (LPSA).

The RFI requests information on warranty terms, exclusions, and uptime guarantees if relevant.

Interested parties should submit information that supports their claim that they have the qualifications and experience to provide services for one or more of the identified services.
