The Jersey City Redevelopment Agency (JCRA) is seeking proposals for economic advisor services for an anti-displacement study. Key responsibilities include conducting real estate market analysis, evaluating development incentives, developing financial models, and preparing a final report with recommendations for updated inclusionary zoning policy. Proposals must be submitted by October 6, 2026, at 12:00 p. m. EST. The contract term is initially one year, extendable up to five years. Evaluation is based on weighted criteria including references, experience, plan/approach, and fee structure.
The agency will make payment to company no later than 60 sixty days after receipt of an acceptable invoice and/or voucher from company.
The proposals will be evaluated on the following weighted criteria: proposals, references and capacity of respondent (20), general experience of the respondent as applicable to the services (30), economic advisor plan and approach (30), fee structure (20).
The jcra will qualify a respondent, or multiple respondents, for the services or reject all proposals within sixty 60 days after receipt of the proposals.
A penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract.

Failure of any respondent to submit a proposal that completely addresses the requirements of this rfp, at the times and in the manner specified in this rfp, may result in the rejection of the proposal in the sole discretion of the jcra.
