The Texas Historical Commission (THC) is seeking bids for John Deere or equivalent tractor equipment, attachments, and accessories. Bidders must have a minimum of 5 years of experience. The project scope is to be completed within 30 days of award, with a possible 30-day extension. Bids must be submitted electronically by April 23, 2026, at 2:00 PM CST. The award will be based on best value to the state, considering price, compliance with specifications, quality, reliability, delivery time, and past performance. Inquiries must be submitted in writing by April 13, 2026. Late or incomplete bids will not be considered. A list of required documents, including signed exhibits and proof of insurance, must be submitted with the bid. The contract term is contingent upon continued funding availability.
The units must be available for immediate delivery upon contract award. The estimated delivery time in calendar days to Menard, TX **** should be entered in the price schedule. Delivery time may be a factor in determining the best value for the purchase award.
The awarded bidder shall request payment by submitting an itemized invoice no more frequently than monthly and no later than ninety (90) days after completing deliverables. Invoices must show the contract number, total amount earned to date, and amount due. Payment may be withheld under certain conditions, such as unresolved disputes or if the bidder is a delinquent obligor.
Upon final acceptance of the work by the owner, the contractor shall furnish the owner with the maximum available warranty on all installed/delivered materials and a one-year warranty on the work.
THC will award a contract to a bidder whose bid is considered to provide best value to the state of Texas. Best value factors include item price, compliance with specifications, quality, reliability, delivery terms and timeframe, probable performance indicators, and other relevant factors.
THC is seeking vendors that have a minimum of 5 years of experience similar to the type and scope of goods required and/or services rendered by this IFB. Vendors that do not meet this eligibility requirement will be deemed nonresponsive.
This IFB does not require a preproposal site visit/inspection.
Any actual bidder or offeror aggrieved in connection with a contract award may formally protest the contract award by submitting a protest to the Executive Director (ED) within five (5) working days after the bidder is notified that the award of a contract is forthcoming or otherwise knows, or should have known, of the occurrence of the action which is protested.
