The project involves the purchase and installation of layer one infrastructure renovations and upgrades to the building 149
network control center at Whiteman Air Force Base. The contractor is responsible for providing all services, supplies, transportation, equipment, test sets, tools, materials, labor, supervision, management, and incidentals necessary to engineer, furnish, install, and test the infrastructure in accordance with industry standards. A complete milestone schedule, including time-phased start and completion dates, must be provided within 30 days of contract award. The contractor must coordinate with the 509th Communications Squadron Planning and Implementation Office (509 CSSCXP) for escort requirements, storage space, and staging area requirements. The contractor must also coordinate with the 509 CS plans office and identified site points of contact (POCs) a minimum of 10 business days prior to arrival on site. All contracted personnel must have a favorable national agency check and a valid secret security clearance. The contractor must have a safety plan approved by the contractor's safety coordinator that meets OSHA standards. The contractor is responsible for any damage to government property. A system installation plan (SIP) is required no later than 30 days prior to project installation and must be approved by the 509 CSSCO. The contractor must assist the government in completing the AFTO Form 747, Communications and Information Systems Acceptance Certificate. The contractor must provide as-built documentation, including bayface layout drawings, cable and power drawings, and an equipment listing. The contractor must also provide weekly status reports to the 509 CS. The contractor must provide a quality
control plan and perform random spot checks and system acceptance tests. A final project walkthrough must be scheduled 10 calendar days prior to acceptance. The contractor must provide a list of materials (LOM) with part numbers for all major components. The contractor must install all hardware per industry and manufacturer standards. All FDPs and UTP/STP patch panels must be labeled. The contractor is responsible for the disposal of all waste materials related to the project. The warranty period starts from the date of system and/or project acceptance as recorded by completion of the AF Form 747. The contractor must provide written procedures and required information for warranty services at or prior to site acceptance. The contractor must comply with floor space and floor weight loading limits when staging equipment and materials within the NCC areas. All telecommunications cabinets and supporting structures must be bonded to the CR signal ground ring or bus bar. The quote due date has been extended to September 15, 2025, at 8:00 AM Central Time.
