The U. S. Consulate General Jeddah is seeking proposals for Dedicated Internet Access (DIA) and VPN services. The contract will include a one-year base period and two one-year option periods. Services must provide a minimum of **** kbps bandwidth with fault tolerance and HSRP protocol. The price must include all labor, materials, overhead, and profit. The contractor will be paid a firm fixed price. The evaluation will consider best value, including price and other factors. Past performance and business establishment in Saudi Arabia or plans to establish an office within 30 days of award are required.
The required circuits shall be installed and delivered to the destination point on or before 60 days after contract award.
Payment will be made on a firm fixed-price basis per month. Invoices must contain specific information, and failure to comply may result in return without payment.
The awarded ISP must warrant service support ****, including on-site if necessary. Expected service availability and reliability must be at minimum ****.
The contract will be awarded to the best qualified responsible offeror whose proposal conforms to the solicitation and represents the best value to the government, price and other factors considered.
Offerors must demonstrate ability to perform, including naming a project manager fluent in English, operating an established business in KSA or planning to establish an office within 30 days, providing proof of SAM registration, and listing clients over the past five years with relevant past performance information and references.
Credits shall be assessed against the contractor in instances where the circuit fails to achieve and sustain the minimum acceptance standards. Downtime credits will be deducted from payment due.
Failure to follow instructions, such as not providing cost-price information for the option to extend services, will result in the proposal being considered incomplete and no further consideration will be given.
