The government will award a blanket purchase agreement bpa resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offerors shall provide its legal business name, address, business type, and a brief description of its isp operations.

Quotations that fail to comply with the solicitation instructions or mandatory submission requirements. . . may be determined ineligible for further evaluation and award.

Renovations will be completed within 90 days ARO (After Receipt of Order).

Payment will be made by the US Department of Labor. Invoices shall be submitted through the Department of Treasury's Invoice Processing Platform (IPP) or the DOL QuickPay email system.

The government will award a single delivery order to the responsive, responsible vendor whose quote conforms to the solicitation and is the lowest priced technically acceptable (LPTA) offer.

Contractor must provide proof of all required licenses and permits. All prospective vendors must be registered in SAM. gov.

A site survey is recommended.

Misrepresenting a firm's status as a small business concern to obtain a contract can lead to fines, imprisonment, administrative remedies, and ineligibility for programs.

The required circuits shall be installed and delivered to the destination point on or before 60 days after contract award.

Payment will be made on a firm fixed-price basis per month. Invoices must contain specific information, and failure to comply may result in return without payment.

The awarded ISP must warrant service support ****, including on-site if necessary. Expected service availability and reliability must be at minimum ****.

The contract will be awarded to the best qualified responsible offeror whose proposal conforms to the solicitation and represents the best value to the government, price and other factors considered.

Offerors must demonstrate ability to perform, including naming a project manager fluent in English, operating an established business in KSA or planning to establish an office within 30 days, providing proof of SAM registration, and listing clients over the past five years with relevant past performance information and references.

Credits shall be assessed against the contractor in instances where the circuit fails to achieve and sustain the minimum acceptance standards. Downtime credits will be deducted from payment due.

Failure to follow instructions, such as not providing cost-price information for the option to extend services, will result in the proposal being considered incomplete and no further consideration will be given.

Quotations must be submitted no later than Thursday, August 13, 2026, at 11:00 Central European Summer Time CEST. Late submissions will not be considered.

The government will award a BPA to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors will be technical capability, past performance, and price. This is not a lowest price technically acceptable lpta source selection.

Offerors must demonstrate organizational capability, technical approach, cyber supply chain risk management (CSCRM) compliance, and past performance of at least three comparable projects within the past five years. The government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9. 1.

The penalty for making false statements is prescribed in 18 USC **** to furnish and deliver all requested information in accordance with these instructions or who reject the terms and conditions of the solicitation, may result in exclusion from further consideration pursuant to FAR ****.

Quotations that fail to comply with solicitation instructions, mandatory submission requirements, or receive a no-go determination under the CSCRM assessment will be excluded from further consideration. Failure to address any portion of the requirements may render the offer incomplete.
