The deadline for SOQ submission is April 17, 2026, at 2:00 PM PST. The project is expected to be completed within a 2-year timeframe once formally awarded.

The firm will be selected based on the highest final score, which is a combination of the SOQ score (maximum 100 points) and the interview score (maximum 100 points), totaling a possible 200 points.

The SOQ must include a cover title page, table of contents, executive summary, firm profile, project team structure and key personnel, relevant project experience, and resumes for all key personnel in Appendix A. The firm must demonstrate capabilities in managing and performing projects of similar scope and complexity, including comparative analyses of codes and comprehensive code updates.

The deadline for questions concerning the RFQ is April 3, 2026, at 2:00 PM PST.

The deadline for SOQ submission is April 9, 2026, at 2:00 PM local time.

The county will make reasonable efforts to pay the contractor within thirty (30) days from the date the county receives a complete and correct invoice, unless otherwise provided herein.

The shortlisted respondent with the highest final score total possible 200 points resulting from the selection committee's combined scoring of the interview score and SOQ score will be selected to negotiate a contract with the county.

The SOQ must include a Cover/Title Page, Executive Summary, Firm Profile, Project Team Structure and Key Personnel, Relevant Project Experience, and SOQ Appendix A Resumes.

The owner will conduct a mandatory, scored, in-person interview meeting at the date and time listed in section 4. 2 Procurement Schedule.

The deadline for questions is March 31, 2026, at 2:00 PM local time.

The anticipated maximum total value of resultant contracts is $250,000.

The bid submission deadline is Wednesday, April 8, 2026, at 2:00 pm.

The county will pay ninety-five percent of the invoice at monthly intervals, with five percent retained. The retained percentage will be released after final completion and acceptance, provided no liens or claims are filed and taxes are discharged.

The contractor shall warranty all work as required in the specifications and ensure that installation does not void any manufacturer warranties.

Kitsap County reserves the right to award the bid in a manner and on a basis which will best serve the county, taking into consideration the bidder responsibility statement, project specifications, contract documents, and applicable procurement law. The sum of all schedules will be used to determine the lowest responsible bidder.

Bidders must be responsible and responsive, and submit all required documentation, including bidder responsibility checklists, project references, and certifications of compliance.

If the successful bidder fails to enter into a contract and furnish all documents and bonds within the specified time frames, the bid proposal deposit or bond shall be forfeited to Kitsap County.

A mandatory pre-bid site visit will be held on Wednesday, March 25, 2026, at 10 am at Gordon Field.

Written questions are due by Wednesday, April 1, 2026, at 12:00 pm.

The engineers' estimate for this project is $650,000.

The bid notice states proposal deadline: friday april 17, 2026 at 2: 00 p. m.

The proposals must meet the minimum technical requirements in section iv. to be furtherreviewed for program design elements. Proposals will then be rated for program designbased on responses to section iv. of the request for proposal. each of the criteria hasequal weight. in addition, proposals will be evaluated for costprice feasibility and costbenefit to the community. The price will be judged based on a comparison of prices amongcompeting proposals. price will also be compared to past prices offered by similar services.
