The purpose of the mandatory conference and site visit is for prospective contractors to apprise themselves of the conditions and requirements that will affect the performance of work called for in the bid documents.

The qualifications statement must be submitted no later than June 3, 2026, at 4:00 PM ET. No submittals will be accepted after the deadline.

The selection committee will evaluate responses using a scoring criterion and determine the most qualified applicants based on total point scores to rank prospective firms.

Eligible firms must have the ability to conduct all activities germane to solid waste air quality compliance, including conducting surface methane sweeps, and must show recent (last 5 years) and relevant experience in solid waste air quality compliance in North Carolina closed or active subtitled landfills, title v permitting, and provide an impeccable record of satisfactory permitting compliance.

Failure to follow instructions carefully when responding to this RFQ may be considered a nonresponsive submission and may result in immediate elimination from further consideration.
