The bid proposals are due by May 14, 2026, at 3:00 PM ET. The contract effective date is July 1, 2026.

The county shall evaluate all proposer responses to confirm they meet the specifications and requirements of the RFP. The evaluation of proposals will be based on: completeness and quality of proposal, proposer's ability to provide a solution that conforms to the specifications included in the RFP, proposed methodology for providing medical oversight and clinical leadership, experience and qualifications of the proposer, cost competitiveness, and past performance and demonstrated success with similar solutions for other public entities.

Proposers must satisfy, at a minimum, the following qualifications: hold current license to practice medicine in North Carolina, have endorsement indicating a working relationship with the local physician community, hold board certification or be board prepared in emergency medicine, maintain an active clinical practice, have education or experience in out-of-hospital emergency care, have participated in the resuscitation of adult and pediatric patients, possess knowledge of federal, state, and local laws and regulations regarding EMS, maintain appropriate medical liability coverage, maintain involvement in local, regional, state, or national EMS organizations, maintain current certification in a standardized adult trauma resuscitation course, a standardized adult cardiac resuscitation course, and a standardized pediatric acute resuscitation course, attend quarterly EMS system performance improvement committee meetings, serve as chair of that committee, complete the North Carolina College of Emergency Physicians Medical Directors Course within the first year of appointment and attend one or more of the three North Carolina EMS Medical Directors meetings scheduled by the North Carolina Office of EMS in subsequent years, possess familiarity with the design and operation of EMS systems, have experience in EMS education and methodology, maintain an active presence and level of participation in an EMS practice setting with credentialed EMS personnel (including either 8 hours per year of ride time or an equivalent of 4 scene responses per year), and maintain significant activity with state and regional initiatives.

The qualifications statement shall be submitted no later than May 5, 2026, at 5:00 PM ET. No submittals will be accepted after the deadline.

The selection committee will determine the most highly qualified firm based upon the ranking scores derived from the evaluation criteria.

Eligible firms must have demonstrated experience in the wastewater project development from preliminary engineering report through project certification.

The RFQ does not mention a site visit requirement.

The RFQ does not require sample submissions.

The RFQ does not specify a deadline for challenges or disputes.

The bid notice mentions that submittal of unacceptable data may lead to enforcement action.

The bid notice requires that data must be reported to the laboratory specific method detection limits and must be quantifiable at or below the SWSL. It also mandates analysis for 1,4-dioxane and PFAS in specific sample types.

The deadline for receipt of all proposals is wednesday, march 18, 2026, at 3:00pm, est. Any bids received after the scheduled closing time for the receipt of bids will not be accepted.

The award will be made to the responsible bidder whose proposal is determined to be the most advantageous to the county based on the evaluation factors set forth in this request for proposal. Although price will be considered, it will not be the sole determining factor.

Bidders must submit a full and complete staffing plan to indicate the number of professional staff, administrative support staff and nursing staff coverage assignments, locations, and duties for a seven 7 day period with twentyfour 24 hour coverage.

Interested providers are required to attend a mandatory preproposal video conference via teams at 2: 00 pm est on tuesday, february 24, 2026.
