Proposals will be evaluated based on demonstrated experience and qualifications (50%), financial capacity (20%), concept plans alignment (10%), phasing plan (10%), and completeness (10%).

A pre-bid inspection will be scheduled for June 19, 2026, at 10:00 AM for potential submitters to walk through the property.

Questions received after July 8th may not be responded to.

Quotes are due no later than 23 June 2026, at 10:00 am CST.

Invoices will be processed once monthly for each day worked at the applicable contract unit price. Payment will be made within 30 days after receipt of a properly completed invoice.

Award will be made based on price.

Deficiencies will be documented on quality assurance reports that identify corrective action or deductions to be taken if deficiency is not corrected.

Any deficiency that is not corrected within two hours may result in a payment deduction equal to the government's cost to correct the deficiency.

If your firm does not have an active SAM account that is set to all awards at the time of quote submission, your firm will be ineligible for award. Failure to complete services listed in the PWS and SPS may be grounds for termination.
