The City of San Leandro is seeking Statements of Qualifications (SOQs) from qualified firms to provide on-call solid waste and diversion program consulting services. The selected consultants will form a prequalified pool to assist the city with regulatory compliance, program planning and implementation, data management, and public outreach over a five-year period. Services will be provided on an as-needed basis through task orders. Firms with experience in California solid waste regulations, including SB ****, and in working within multijurisdictional service environments are encouraged to apply. The city will select firms based on several evaluation factors, including their preferred approach to delivering the scope of services, firm experience and qualifications, project understanding and approach, key personnel and staffing, past performance and references, technical capabilities, and cost-effectiveness and rate structure.
Firms must provide a cover letter, firm profile and team qualifications, relevant experience, project understanding and approach, cost schedule, references, insurance acknowledgement, and a noncollusion affidavit.
The bid notice does not require sample submissions.
Failure to provide all required submittals in completed form and/or a clearly marked original with original signatures may result in a submittal being found nonresponsive and given no consideration. Late submittals will not be considered under any circumstance.
