The bid due date is Wednesday, April 22, 2026, at 2:00 p. m. The contractor shall not commence work until a notice to proceed has been given by Skagit County, which occurs after the contract has been executed.

The contractor shall be paid, upon submission of a proper invoice for payment request, the prices stipulated in the contract for services performed less deductions. Payments are to be submitted no more than monthly, but not less than quarterly. Payment will be made to the contractor upon completion of all work and after final inspection and acceptance of the work by the owner's representative.

It is the intent of Skagit County to award a contract to the lowest responsive and responsible bidder.

Before award, the bidder must meet specific criteria, including having a current certificate of registration as a contractor, a current Washington unified business identifier (UBI) number, industrial insurance coverage, a Washington employment security department (ESD) number, and a Washington department of revenue state excise tax registration number. The bidder must also not be disqualified or suspended from bidding on public works contracts.

If the successful bidder fails to enter into the contract, the bid bond will be forfeited to Skagit County. If the bidder refuses to execute the contract after a claim of error is not concurred with, the bidder's bid deposit shall be forfeited.

The bidder shall carefully examine the bid documents and the site. The contractor shall attend a site meeting with the project manager as specified in the site plans below. Boundaries are shown in exhibits, and the actual boundary may vary at each site within each bid item and should be discussed during the initial site visit.

A bidder who wishes to claim error after the bids have been opened and read shall promptly notify the contracting agency and submit a notarized affidavit or declaration no later than 4:30 p. m. on the first business day after bid opening.

The engineer's estimate for this project is $80,000 - $100,000.

The successful bidder is allowed a maximum of ten 10 calendar days after the award date to return the signed contract, contract bond, all required insurance certifications, and any other required documentation.

Have a Washington Department of Revenue state excise tax registration number. 6. Not be disqualified from bidding on any public works contract under title **** RCW or title **** RCW. 7. Not be excluded or suspended from bidding on any public works contract under federal laws.

If the successful bidder fails to enter into the contract, the bid bond will be forfeited to Skagit County. If the bidder refuses to execute the contract after a claimed error is not concurred with, the bidder's bid deposit shall be forfeited.

The bidder shall carefully examine the bid documents and the site, and has satisfied itself as to the general and local conditions which can affect the work or its cost.

A bidder who wishes to claim error after the bids have been opened and read shall promptly notify the contracting agency that an error occurred and submit a notarized affidavit or declaration under penalty of perjury signed by the bidder and accompanied by the work sheets used in the preparation of the bid, no later than 4:30 p. m. on the first business day after bid opening.

The engineer's estimate for this project is $28,000 - $33,000.
