The City of St. Pete Beach is seeking qualified contractors for the design, permitting, and construction services for the repair and restoration of the Merry Pier Bait Shack, impacted by hurricanes. Bids are due August 5, 2026, by 9:00 AM EST, electronically via Bonfire. A mandatory pre-bid meeting is scheduled for July 15, 2026, at 11:00 AM EST on-site. Questions are due by July 29, 2026, at 10:00 AM EST. The project scope includes demolition, door replacement, electrical upgrades, flooring, framing, plumbing, painting, roofing, siding, and window replacement. A minimum 5-year warranty is required. Partial payments will be made as work progresses, with a 5% retention until final completion and acceptance. All payments will be made in accordance with the local government prompt payment act, Chapter 218, Florida Statutes.
A warranty for all work performed, guaranteeing materials and workmanship for a minimum of 5 years, is required. Additionally, a general warranty for defects in work and materials is required for a period of 18 months from the date of final acceptance.
Evaluation criteria include: Ability, capacity and skill of the proposer to perform the contract (25 points), Cost of the services provided (10 points), Performance of previous contracts or references (5 points), and Years in business (5 points).
Contractors must have extensive experience in construction/rebuild. Minimum qualifications include providing at least three professional, business references, demonstrating personnel experience with similar projects, and providing overall bonding capacity.
Liquidated damages of $500 per day will be assessed for each calendar day of delay until the work is satisfactorily completed.
A mandatory pre-bid meeting will be held on July 15, 2026, at 11:00 AM EST on-site at 801 Pass-a-Grille Way. Bidders may visit specific areas with advanced notice.
Questions must be submitted in writing by July 29, 2026, at 10:00 AM EST. Any claim for an adjustment to the contract amount or contract time must be delivered within fifteen business days after the contractor first discovered the occurrence.
Failure to comply with provisions such as not contacting city officials during the bidding process, or violating **** regarding employment eligibility verification, may result in disqualification or termination of the agreement.
