The lease will be subject to an annual increase based upon the consumer price index and in no case will payments be lower than the previous year.

Offerors must be responsible and submit offers conforming to the solicitation. A plan describing how requirements will be met, including specifications of parts and equipment, is required. Late submissions, modifications, revisions, and withdrawals of offers may not be considered unless received before award and the contracting officer determines accepting them would not unduly delay the acquisition. Aircraft must be available for use by the government for up to 14 hours per day, seven days a week, for 240 consecutive days approximately February 1st through September 27th with the possibility of a day-by-day extension after September 27th.
