Texas Tech University System (TTUS) is seeking proposals for aircraft brokerage services to assist in the purchase, sale, lease, or evaluation of aircraft. The contract term is one year with five one-year renewal options. Proposers must have at least five years of experience in aircraft brokerage or aviation consulting and knowledge of FAA regulations. Proposals are due July 1, 2026. Evaluation criteria include financial value, demonstrated ability, value-added options, and quality assurance. Protests can be filed via a provided URL. Communication with TTUS personnel involved in the RFP process is strictly prohibited.
Proposals are due by 4:00 PM Central on July 1, 2026.
Invoices will be paid net 30 days in compliance with Texas laws. Proposers may submit a proposal for a prompt payment discount.
Proposers must provide all applicable warranty information for the aircraft.
Proposals will be awarded based on the best value to TTUS, considering financial value, demonstrated ability, value-added options, and quality assurance.
Proposers must demonstrate a minimum of five years of experience in aircraft brokerage or aviation consulting, a proven track record of similar transactions, and knowledge of FAA regulations and aircraft certification requirements.
Any actual or prospective proposer who believes they have been aggrieved in connection with the solicitation, evaluation, or award of a contract may formally protest.
Proposals may be rejected if they are conditional or incomplete, if the proposer engages in prohibited communications, or if the financial proposal was not arrived at independently.
