Solicitation for the manufacture, packaging, and distribution of flat bronze markers for the Department of Veterans Affairs. Delivery is FOB destination for worldwide distribution within 20 calendar days of order issuance. Questions are due via email by July 1, 2026. Proposals are to be submitted via email. The contract includes clauses for inspection, acceptance, changes, disputes, and termination. Site inspections of contractor's production processes may be conducted. Contractor certification of product conformance to specifications and drawings is required. Samples must match appearance, composition, and performance. A certificate of conformance for bronze composition is required. Packaging must protect markers from damage during transit. Returns of incorrectly shipped or undeliverable markers are handled via contractor-provided return labels. Weekly reports on processing, production, and delivery are required. The government reserves the right to update emblems or symbols without formal modification.
Markers ordered under this contract shall be delivered within 20 calendar days following the date memorial programs service, program support unit issues the order.
Payment will be made by EFT (Electronic Funds Transfer) or third party. Invoices shall be submitted monthly after acceptance by government.
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
The contractor shall certify and maintain substantiating evidence that the product offered meets the salient characteristics described herein, and that the product conforms to the drawings, specifications, and standards called for by this description.
Quality assurance inspections of the contractors production processes at the contractors manufacturing facility shall be conducted during the contract period by the designated COR of the Memorial Program Support MPS unit. The government reserves the right to perform quality audit inspection without prior scheduling or notification to the contractor.
Appearance, composition, and performance shall match the submitted samples. The mps cor reserves the right to request proof of such conformance before the first delivery and thereafter.
In the event of the contractors or a subcontractors noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
