This procurement is for commercial satellite communication services under the Warrior Plans program, specifically for Proliferated Low Earth Orbit (PLEO) services. The acquisition includes pooled data services, a management platform, security, support, and scalability options. The justification for an exception to fair opportunity is based on the unique and highly specialized nature of OneWeb Technologies' services, including direct ownership and control of their satellite constellation, which enables rapid pooling and reallocation of data resources. This direct control is critical for meeting joint force operational requirements, especially in contested environments. The contract will have a base performance period of one year, with options for aviation lines and surge capacity. The government will monitor the PLEO marketplace for future competition.
The period of performance for the base services (items 1-5) is one year. The period of performance for the optional services (items 6-7) is also one year.
