The successful offeror warrants that its staff is knowledgeable and experienced and will use best skill and attention to provide services professionally and timely. by signing its proposal, the successful offerors shall be deemed to have represented that its staff is knowledgeable about and experienced in performing the work required in this solicitation and warrants that it shall use best skill and attention to provide the above described work in a professional, timely manner.

Proposals will be evaluated based on clinical expertise and licensure, experience with youth in school systems and trauma-focused care, quality of data collection and reporting, understanding of the program's mission, and local presence, cultural competency, and community trust. he following weighted criteria will be used to evaluate the proposals for purposes of selecting the offerors to negotiate with or to shortlist. criteria factors clinical expertise and licensure nonstarter, degree licensure must be met experience with youth in schoolssystems and traumafocused care quality of data collection and reporting plan understanding of highflyers mission and model nuanced suggestions for how a clinician can collaborate with highflyer partners local presence, cultural competency, and community trust

Minimum qualifications include a Master's degree or higher in a related field, licensure or license eligibility in South Carolina, at least one year of experience with adolescents in school-based or community mental health settings, and demonstrated training in TF-CBT. masters degree or higher in counseling, clinical psychology, social work, or a related field. licensure or license eligibility in the state of south carolina for independent clinical practice. minimum of one year of experience working with adolescents in schoolbased or community mentalhealth settings. demonstrated training or certification in traumafocused cognitive behavioral therapy tfcbt or equivalent evidencebased modalities.

Offerors may be disqualified for reasons including collusion, involvement in litigation against the city, being in arrears on contracts, defaulting on previous contracts, lack of financial stability, failure to perform, or being debarred by the state. offerors may be disqualified for any of the following reasons: reason to believe collusion exists among the offerors the offeror is involved in any litigation against the city the offeror is in arrears on any existing contract or has defaulted on a previous contract with the city lack of financial stability failure to perform under previous or present contracts with the city is currently debarred by the state of south carolina

Payment will be made in accordance with chapter **** of the Texas Government Code, the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and detail the work completed.

The award will be made to the bidder who provides the best value to the state of Texas, considering meeting or exceeding requirements, ability to meet performance delivery, and price.

Bidders must have at least five years of relevant experience. Personnel assigned to perform services must be fully trained and have at least five years of relevant experience. The contractor must have a DDS degree.

Failure to comply with sole point of contact requirements, including discussions about cost information, may result in disqualification. Including assumptions in a response could also lead to disqualification.

The historical spend for the same or similar services was $45,**** for the period of one year.
