Contractor personnel must be U. S. citizens and require a background check (T1/NACI investigation). General Engineers require a Bachelor's degree in Engineering or Architecture, six or more years of experience in their field, and specific experience in project management, design, construction, public works, or real property master planning. Classroom Facility Planners require a Bachelor's degree in Urban Planning or a related field, five or more years of facility planning experience on U. S. military installations, and experience with AutoCAD or equivalent software.

The government will have the right to exercise a penalty cost due to the contractor being out of compliance with the contract agreement, specifically regarding timely invoice submission.

The PWS states that contractor personnel must be present on-site at Fort Gordon to perform tasks, which may include facility walk-throughs, meetings, facility assessments, and construction inspections. While not explicitly termed a site visit for bidding purposes, on-site presence is required for performance.
