Award will be made on a best value basis in accordance with FAR ****(b)(3). The basis of award will be 1) past performance and 2) price.

Offerors must be registered in SAM. gov, must not appear on the excluded parties list system (EPLS), and must be eligible to receive a federal contract award. Unsatisfactory actions in SAM, FAPIIS/CPARS or SPRS in the last three years may render your quote unacceptable.

Payment is processed electronically via WAWF. The clause states: The WAWF system provides the method to electronically process vendor payment requests and receiving reports.
