Proposals shall clearly state all warranties provided. At a minimum, the authority anticipates requiring a two-year warranty following completion of each rehabilitation project covering defects in: surface preparation, coatings, materials, workmanship and installed equipment.

Proposals will be evaluated according to overall best value rather than price alone. The evaluation criterion weight includes qualifications and relevant experience 15, technical rehabilitation approach 20, long-term maintenance approach 15, warranty and asset protection value 10, outage management and project schedule 10, references and past performance 10, cost and overall financial value 20.

Proposers must demonstrate: experience rehabilitating potable water storage tanks, personnel qualified to perform the proposed work, ability to comply with OSHA requirements, ability to comply with AWWA standards, ability to comply with CDPH requirements, ability to obtain required insurance, ability to obtain required performance payment bond or other acceptable surety, appropriate equipment and safety systems and ability to complete the work within the proposed schedule.
