The State of Oregon Public Employees Retirement System (PERS) is seeking a contractor for enterprise forms accessibility remediation services. This includes assessing and remediating existing forms (PDF, Word, web) to meet WCAG 2. 1 AA standards, developing accessible form templates, creating procedures for ongoing compliance, and training staff. The contract term is anticipated to be 6 to 8 months. Quotes are due by July 21, 2026. Payment will be made monthly for completed and accepted deliverables.
The contract term is anticipated to be 6 to 8 months from the date the contract is executed and when deliverables are complete and accepted, whichever occurs first.
Invoicing for deliverables shall be submitted to PERS monthly for services completed the prior month. Payment will be made 30 days after receipt of invoice per ORS ****.
The contract documents state that contractor shall, at all times during the term of this contract, be qualified, professionally competent, and duly licensed to perform the services. The contract also includes performance warranties that the services and each deliverable will materially comply with any service descriptions, specifications, standards or requirements set forth in this contract.
Each quote will be evaluated to determine the best fit for the state, based solely on the evaluators' determination of what best meets the needs of PERS, considering price as well as experience, expertise, and contractor responsibility.
Qualifications include demonstrated experience with forms remediation and accessibility, expertise with Adobe Acrobat Pro, PDF Accessibility Checker (PAC), and Microsoft 365, experience providing training and documentation for non-technical users, and strong project management and communication capabilities.
The contract outlines remedies for contractor default, including termination of the contract, withholding of monies due, initiation of legal action for damages, and exercise of setoff rights. Specific penalties are not detailed beyond these remedies.

Submissions that are contingent upon acceptance of additional terms and conditions may be rejected. Late quotes or modifications will not be considered. Failure to comply with all requirements of the RFQ and accept the terms and conditions may lead to disqualification.
