Proposals will be scored based on relevant experience (30 points), professional qualifications of key personnel (25 points), reputation and demonstrated capacity (20 points), value and cost-effectiveness including fee schedules (20 points), and overall response to the RFP including adherence to format and proposed approach (20 points). Indian preference will also be evaluated (5 points).

The contractor must have a license to do business in Oregon, demonstrated successful experience in economic development and financial funding strategic plan development, and experience working with tribal governments.

Proposers have no appeal, protest, or grievance rights related to the Tribes' evaluation of any proposal.

The Tribes reserve the right to reject any or all proposals, waive minor irregularities, negotiate contract terms, cancel the RFP, or make awards in the best interest of the tribe. Submission of qualifications does not create any contractual obligation.
