Proposals must be received by July 8, 2026, at 3:00 p. m. Pacific Time. All deliverables must be completed by June 30, 2027.
The price proposal must include separate line items for personnel, travel, supplies, other costs, and administrative and overhead charges. Costs and work will be equally allocated to each of the four pilot communities.
Proposals will be evaluated based on Work Plan (40 points), Experience and Qualifications (30 points), Project Timeline (15 points), Key Persons and Resume (5 points), and Price Proposal (10 points).
Proposers must be registered in OregonBuys, have experience in at least 3 industrial symbiosis projects within the last 5 years, be licensed to do business in Oregon, and demonstrate experience working with Oregon communities, identifying regulatory barriers, public-private partnerships, and creating regional/state strategies.
Proposers shall provide at least one detailed work sample from the last 5 years demonstrating experience similar to the RFP requirements.
Affected proposers have 7 calendar days from the date of the intent to award notice to file a written protest.
Proposals may be rejected if the proposer fails to substantially comply with RFP procedures, has delinquent debt to the state, fails to meet responsibility requirements, makes inappropriate contact with state representatives, attempts to influence the evaluation committee, or conditions the proposal on acceptance of unauthorized terms.
