Proposals will be awarded based on the highest score under the evaluation process, considering qualifications, experience, financial review, development plan, cost/revenue/deal structure, and references. award lease option agreements based on the proposals that obtains the highest score under the evaluation process

Proposers must have a minimum of five years of experience in developing, managing, and operating similar projects and demonstrate financial capability. proposer must have a minimum of five 5 years experience and expertise in developing, managing, and operating the uses proposed.

A site walk will be provided on June 4, 2026, but it is not mandatory. site walk: a tour of the location will be provided but is not mandatory.

Protests must be submitted in writing within ten calendar days of the issuance date of the Notice of Intent to Award (NOIA). is submitted within ten 10 calendar days of the issuance date of the noia.

Proposers may be disqualified for late or incomplete proposals, failure to register with the ePRO system, not complying with RFP terms, or providing false information. all proposers must register with the epro system prior to the date and time to submit the proposal or they will be disqualified.
