The county seeks the optimal combination of quality, price, and various qualitative elements of the required services that will provide the county with the greatest or best value for its money.
Proposers must be interested and qualified, with specific qualifications for laboratory personnel including a doctoral degree in a biological or chemical discipline and at least three years of full-time laboratory experience in forensic toxicology, or equivalent experience. Proposers must also be compliant with California Code of Regulations, possess appropriate laboratory licenses, and a current controlled substances registration certificate. Accreditation by the American Board of Forensic Toxicology is required.
Making a false certification may subject the proposer to civil penalties, termination of an existing contract, and ineligibility to bid on a contract for a period of three years.
The county reserves the right to inspect the proposer facilities and transportation vehicles, if applicable, periodically on scheduled or nonscheduled visits, as desired.
Protests must be submitted in writing within ten 10 calendar days of the issuance date of the Notice of Intent to Award (NOIA).
Proposers will be disqualified if they fail to register with the ePro system prior to the submission deadline, submit late or incomplete proposals, or fail to provide required information for background checks or criminal/civil proceedings.
