The State of Delaware Department of State seeks professional consultants to conduct a study reviewing the structure of the Public Service Commission (PSC) and its staff. The study will examine commissioner term length, qualifications, the PSC's role in strategic planning, and recommendations for staff changes related to energy policy, economic development, and environmental issues. Proposals must be submitted in writing by October 16, 2026, at 1:00 pm local time. The contract term is one year with one optional one-year extension. The award will be to the proposal deemed most advantageous to the state.
